Position Overview

The Overseas Human Resources Director serves as a strategic and operational leader responsible for building and governing the localized HR framework for the company's US operations. In this high-impact executive role, you will lead cross-cultural talent strategies, oversee labor compliance, design global compensation and performance models, and drive organizational development to support rapid international expansion. This role offers flexible deployment models, including long-term US deployment with full visa sponsorship or structured assignment rotations.

Key Responsibilities

  • Localized HR System Building: Comprehensively manage all aspects of US human resources, establishing scalable localized structures for recruitment, organizational development, and talent pipeline construction.

  • Cross-Cultural Workforce Management: Foster alignment and collaboration between Chinese, foreign, and local US teams, navigating cross-cultural dynamics with strong leadership and macro-level thinking.

  • Total Rewards & Performance: Design, implement, and govern market-competitive compensation, benefits, and performance management systems tailored to regional operations.

  • Labor Compliance & Risk Control: Ensure full compliance with US federal, state, and local labor regulations, proactively mitigating labor risks and maintaining audit readiness.

  • Employee Relations & Organizational Health: Oversee employee relations, resolve complex workplace issues, and build strong trust across all organizational tiers.

  • Global HR Coordination: Collaborate directly with global headquarters to align overseas HR strategies with broader corporate expansion goals and operational frameworks.

Candidate Qualifications

Required:

  • Education: Bachelor’s degree or above in Human Resources, Business Administration, Organizational Leadership, or a related field.

  • Experience: 9+ years of overall HR experience, including 3+ years in a Director-level executive role with comprehensive oversight over multiple HR functions.

  • Cross-Cultural & Corporate Acumen:

    • For Chinese Nationals: Experience as an HR Director within foreign enterprises or comprehensive HRD leadership for Chinese companies operating overseas.

    • For Expatriates/US Professionals: Proven experience managing HR within Chinese corporate structures, with deep familiarity with Chinese enterprise management models.

  • Regulatory Expertise: Deep familiarity with US employment law, labor regulations, and cross-border workforce compliance.

  • Language Skills: Fluent business-level English (written and spoken) capable of independently negotiating and liaising with global agencies, legal counsel, and executive teams.

  • Core Competencies: Strong strategic vision, decisive execution, high resilience, and the ability to independently govern complex, high-volume HR operations.

Preferred (Nice to Have):

  • Background in energy, specialized oilfield equipment, heavy manufacturing, or engineering sectors undergoing international expansion.
