Position Overview
The HR Operations Manager plays a critical leadership role in defining, optimizing, and driving the operational strategy for the Japan HR Operations function. Managing the local team and collaborating closely with the APAC Ops Hub, this role oversees the end-to-end employee lifecycle, process automation, vendor management, and compliance with Japanese labor law. The HR Operations Manager acts as a vital bridge between HRBPs, Centers of Excellence, external vendors, and business leadership to build a scalable, high-performing HR service delivery model.
Key Responsibilities

Leadership & Team Management: Lead, coach, and develop the Japan HR Operations team. Define team goals, establish RACI matrices and SLAs, build operational frameworks between the local team and the APAC Ops Hub, and drive the mid-term HR Ops improvement roadmap.

End-to-End Employee Lifecycle Management: Oversee onboarding, internal transfers, offboarding, attendance, leave, and payroll operations. Directly manage complex or high-risk escalations while collaborating with HRBPs, Payroll, Legal, and Finance.

Process Governance & Automation: Govern SOPs, flowcharts, and quality control systems. Partner with IT and the APAC Ops Hub to lead process diagnostics, system optimizations, and AI-enabled automation projects. Establish dashboards and KPIs for data-driven decision-making.

Compliance & Risk Management: Ensure strict adherence to Japanese labor laws, social insurance regulations, and corporate policies. Translate regulatory updates into operational guidelines, lead internal audit readiness, and proactively resolve compliance gaps.

Cross-Functional Leadership & Stakeholder Management: Act as the primary HR Ops strategic partner for Japan business leaders, HRBPs, Legal, and Finance. Guide alignment on complex cross-functional cases and champion organizational change initiatives.

Vendor & Data Governance: Oversee external HR service vendors, including contract scope, SLAs, and performance reviews. Maintain data accuracy, security, and access controls within internal HRIS systems.
Candidate Qualifications
Required:

Education: Bachelor’s degree or above in Human Resources, Labor Relations, Business Administration, or a related field.

Experience: 8–10+ years of comprehensive HR Operations experience, including 3+ years in team leadership, people management, or senior process ownership within a multinational corporation or high-growth environment.

Labor Law & Compliance: Deep expertise in Japanese labor law, social insurance regulations, and local employee lifecycle operations.

Systems & Process Engineering: Strong background in process optimization, SOP governance, and continuous improvement frameworks. Hands-on experience with HRIS platforms (e.g., Workday, SAP SuccessFactors) and collaborating with IT on implementation.

Analytics & Data: Excellent analytical and reporting capabilities, including advanced Excel skills, to transform operational data into actionable insights for executive leadership.
